The multitude of protection risks that children in Myanmar face include neglect, trafficking, exploitative and harmful labour including commercial sexual exploitation, recruitment into armed forces, internal displacement and migration, sexual abuse and physical punishment and violence. Save the Children Child Protection programme works to build child protection systems and educate communities on methods and approaches to protecting children. Communities are equipped to respond to the needs of children who are on the move, at risk of being recruited into armed groups and forces and those who are affected by physical and humiliating punishment sexual abuse and exploitation. Save the Children is also working with DSW, UNICEF and other local partners to help build a stronger national child protection system that can effectively respond to cases of abuse, violence and exploitation. Through the establishment and capacity building of child groups in the communities, Save the Children listens to childrens voice and understand and share knowledge of child issues and facilitates discussions between children and the authorities on issues related to child protection.Child Rights Governance programme is built on the key recommendations from the Concluding Observations released in March 2013, which highlighted the need to focus on bringing in line current legislation with the CRC, improving the implementation of the coordination on child rights between different ministries and independent monitoring of child rights by Government and nongovernment authorities and through a strengthened Human Rights Commission that has a child focal point. To that end, the project sets out to build capacity of local implementing partner organizations in Kayah and also work closely with the child groups as well as parents and care givers in the project target areas.Corporal punishment remains legal in the family and the majority of children are beaten in their own homes by their parents, caregivers, or other relatives. In order to make significant improvements in the protective environment for children it is essential to engage in activities that will change public perception as well as behaviour in this area.This project therefore takes specific steps to build the capacity of CSOs to raise awareness with key target groups and the public at large on the risks of using physical violence. It also supports advocacy for a ban on physical discipline as part of the Child Law Reform. At the same time it is important that parents and teachers, including monks in monastic schools, are equipped with practical techniques in positive discipline.Another key focus prevention area for this project is the promotion of safe migration. The level of poverty within Myanmar and the lack of educational and work opportunities mean that children and youth across Myanmar are on the move both internally and abroad. Migration is most common in the border areas state such as Kayah where this project is targeted and can lead to children becoming exposed to trafficking, recruitment into armed groups and other forms of exploitative labour. Targeted messaging and predeparture packages are disseminated to encourage safe migration practices in addition to sensitizing other actors such as overseas employment agencies and the media.Another key area of prevention work is the area of raising awareness and the reporting of Grave Violations. Head of HIV TB Program is responsible the HIV and TB grants implemented by the 11 NGO subrecipients SRs and additional subSRs. The Head of HIV TB Program is a senior level program position and ensures timely, high quality and effective delivery of HIV and TB programs in compliance with the GFATM, international and national approved policies and guidelines. Maintain close coordination with other HIV implementing partners active incountry with other donor resources. Ensuring that the activities of the Program Manager and Senior Program Coordinators under the management of the post holder are also aligned with these efforts.Management and supervision Oversee the progress of program activities, budgets of SRs, and ME implemented by 11 SRs and over 20 SSRs under the HIV and TB grants. Provide guidance to the SR in the implementation of project work plans including approval of carried over activities and cancelled activities quarterlysemiannually. Supervise the collection of training plans, review in term of relevance, budget, work plan, compilation and finalization for submission to donor. Work closely with different functional departments to ensure the program is on track to overall program objectives such as checking and validation of yearly forecasting and procurement plan of pharmaceutical, health product and equipment programmatic inputs to performance indicators setting provide clarification on budget variances and participate in donor financial reports preparation. Maintain a strong strategic overview of the thematic area in the context of Myanmar, and be aware of evolving international standardsguidance and able to implement stateoftheart technical approaches in HIVAIDS and TB prevention and treatment. Build the capacity of the PM and SPCs under the management jurisdiction of the post holder. Review budgets, work plans and expenditures of SRs semiannually and clarify variances on overspending and underspending and provide recommendations to GFATM SMT on any actions to be taken. Work with finance in completing PUDR for reporting to the GF and maintain support documentation on all decision points for LFAs review. Review proposed budget changes revision in relation to activities and recommend approval or disapproval with justifications.Knowledge management, ME Develop all HIV and TB content for the PRs knowledge management system, ensuring regular updating based on technical guidelines. Cultivate and lead routine knowledge management practices among team members and HIV and TB SRs. Facilitate learning opportunities on a regular basis for SRs and team members. Support the development of the DHIS2 modules for HIV and TB, including content requirements for aggregate and casebased reporting systems.
